The Elderly Citizens Council is a body that influences the planning, preparation and monitoring of the city’s activities in matters that are relevant to the wellbeing, health, inclusion, living environment, housing and mobility of the elderly, or the performance of their daily activities and the services they need.
The Helsinki Elderly Citizens Council consists of representatives of organisations for the elderly, permanent specialists of the city and elected political officials. The City Board appointed the current Elderly Citizens Council in 2023. The council’s term of office is two years.

Tasks of the Elderly Citizens Council
The Elderly Citizens Council ensures that the elderly have the opportunity to participate and influence by:
- Highlighting the perspective of elderly residents through presentations, statements and opinions
- Participating in the preparation of the city’s statutory welfare plan to support elderly residents
- Monitoring that when developing services, the municipality ensures that they are adequate and suitable for the elderly
- Contributing to communication on services and the opportunity to influence
- Promoting cooperation between the City of Helsinki and organisations working with the elderly
